Debbie Welle-Powell brings to ALI experience in healthcare strategy, population health, and value-based care transformation across health systems and provider networks. Debbie held senior leadership roles at Essentia Health, SCL Health System, and Exempla Healthcare, where she led initiatives in payer strategy, telehealth, care management, provider contracting, and community health. Her work focused on innovative care delivery models, virtual care, and partnerships among providers, payers, employers, and policymakers.

Debbie serves on healthcare, education, and community boards focused on quality improvement, women’s leadership, and rural health. She teaches as adjunct faculty at the University of Colorado and has contributed to organizations including CommonSpirit, the National Association of ACOs, NCQA, Ronald McDonald Charities, and the Girl Scouts of Colorado. Debbie also remains active in healthcare education, mentorship, and initiatives focused on wellness and community health improvement.
