Susan Leal

2009 ALI Fellow, 2010 Senior ALI Fellow
Former General Manager, San Francisco Public Utilities Commission
Former Treasurer of the City and County of San Francisco

As a 2009 ALI Fellow and former water utility executive, Susan Leal had a passion for water management. As part of her ALI curriculum, Leal met with Professor Peter Rogers at Harvard’s Paulson School of Engineering and Applied Sciences (SEAS), who shared her concern over the future of water. Between 2009 and 2010, Leal and Rogers combined and expanded their knowledge on the topic, and wrote a book titled Running Out of Water: The Looming Crisis and Solutions to Conserve Our Most Precious Resource, which was published by Macmillan in 2010. The book offers a series of solutions to the water management crisis, while considering the complications of climate change and a growing population. Leal maintains a relationship with SEAS as an Associate and continues her work in water management, working with 2015 ALI Fellow Monty Simus on a water project in the Middle East/North Africa region. She is also advising large urban water utilities in the U.S. on finding solutions for water management in the midst of climate change. Leal hopes to collaborate with other ALI Fellows in meeting these growing global challenges.
