Stephen Harder

Stephen Harder brings to ALI experience in international law, cross-border investment, and institutional leadership across China, Eastern Europe, and the United States. Stephen served as managing partner of Clifford Chance’s mainland China practice, advising on international investments, infrastructure projects, and energy financing during a period of rapid economic transformation in the country. Earlier in his career, he founded one of the first foreign law firm offices in Poland after the fall of the Berlin Wall, when he advised Russian and Polish governments on mass privatization and sovereign debt negotiations. He later taught courses in American law and society and cross border investment at NYU Shanghai.

Stephen is engaged in educational and public health initiatives in Maine and serves on the executive board and program committee of the Camden Conference, a nonpartisan nonprofit citizens forum on international affairs.
